I can´t remember. Would be interesting to know whether it is an Estonian "I-stay-at-home-in-winter" Buzzard or a migrant who came from further north.

Vikipedia says that there are 500-3000 buzzards who stays during winter in Estonia.

So chances are not bad that it could be a local bird, exploring the islands perhaps ....

Maybe it knows that time comes where afterbirth of seals can be found there.
