Good catch, Venegor! Those look like big, black carpenter ants. They infest trees sometimes & like moist wood.

I found a good video posted at the Raptor Resource Project site & it shows the eaglets from May 5th, how they begin to do wing exercises. It also shows closeups of how they are losing their baby down & growing real feathers. The movie was made before the eaglets took aim at the cam lens & got it smeared.

Possibly at baby birds in feathers it is a lot of parasites, that they cannot sleep easy at night
