Beginning of the egg laying depends from condition of female, which depends from number of rodents and possibility to catch them. This was very mild winter, so I think there should be plenty of rodents. But it's possible that in surroundings of this box there are good overall food's conditions, because winter in year 2013 was with much snow and in Latvia Tawny owls started to breed very late in April, but beginning of the egg laying in Klaara's nestbox was 19 March, which is a rather middle date.
