17 got bothered by curras on pb branch then fell to lower branch on tree nest . Then curras divebombed him anf he went to other branches on right below nest tree

The forest is a protected area (not because of the eagles, because of the species) so the guardians of it are National Parks & Wildlife (NP&W) and Sydney Olympic Park Authority (SOPA). Multiple levels of government authority. If they decide that it is not safe to put SE17 back, that's it. The only authorised tree climbers via SOPA are the arborists we use to put the cameras up. They are not licensed raptor handlers, so we are not allowed to use them.
A few weeks ago we were hoping to band SE17 and already encountered this problem. There is no cherry picker access to the nest. One of the people who work on the Powerful Owl project "might" be able to assist but he was not available due to exams when we last checked. There are no other options.
Assuming we were able to get the Powerful Owl resource, SOPA and National Parks would have to determine if it was worth the risk. ie. if they rope climbed up to nest, what if they released SE17 and he/she jumped straight back off and died OR what if he/she was ok for another day or two and the same thing happened. It's not an easy decision.
So to answer your question, it is our unique situation rather than broad Australian regulations."

One additional comment regarding SE17 being on the ground.
Several people have mentioned that we should have left him/her on the ground, parents would feed, and eventually he'd get back up in to the tree canopy.
While that approach may be feasible in some locations it is not appropriate here. There are foxes in the area. In fact, a fox was seen approx. 100 metres away from SE17 (nest area) this morning.
Fortunately "we" managed to secure the area around SE17 before the fox got there. Yes, they usually hunt at night, but I guess if they are hungry they will also hunt in daytime.

The National Parks and Wildlife Service (NPWS), Sydney Olympic Park Authority and BirdLife Australia successfully returned the fledgling White-bellied Sea-Eagle to a safe place near its original nest today. We will continue to monitor its progress over coming days.

# NEWS # 2:40pm. We just heard from the zoo. SE17 is very healthy.

# UPDATE - SE17 is male.

On the recommendation of the vet at Taronga Wildlife Hospital, SE17 was returned to the forest yesterday. We placed him on nest 2, which we could safely reach with a cherry picker.
​We left fish and green leaves in this other nest. SE17 was not handled, but was carefully placed in the nest straight from the carry box. We retreated as soon as we could. Unfortunately the eaglet flew from the nest shortly afterwards. Now it is up to the eagles themselves.

...We were very concerned at the submissive posture and apparent poor condition of 17. We circled around and approached by a different direction. Again to our surprise, he took off and flew a short distance.
We left him safe (I hope) apparently in a tree. Still being swooped. I am unsure that he has been fed.
Hopefully tomorrow the parents will bring food and he stays in this safe area.

There are fifty volunteers led by Judy doing a bird count in the area today nest time. Steven and his partner Shirley looked for SE17 from Friday through Sunday. Cathy Cook was out at sunrise yesterday morning nest time looking. The park rangers and security people have been asked to report any sightings.

Lib pointed out that fledglings disappearing from human view is not at historically unusual. In 2011 S2 was not seen for a month then was not seen again for five months. In 2012 S4 was not seen after fledge for nearly a month. He and his sister were only seen occasionally around the river before moving on in a couple of months.

If SE17 is found injured or unable to fly he will be rescued again.

Lib requested that locals do not feed SE17 or his parents.

The rental for cherry picker used to put SE17 back into N2 cost several thousand dollars so they would appreciate donations.
