i have tried to avoid adding videos with thumbnails because they made the pages slow for one of our members. i'm not sure if adding the links only has helped at all. anyway it has made posting videos more difficult for me. i cannot be sure whether i put correct videos in the post.

At forums there are settings at the slow Internet "not to show pictures, smilies". Can eat settings "not to show rollers"?
Can add only one video to the message? The number of messages will be more, but the page will be quicker loaded.

i don't know if "not to show videos" is possible.
the maximum number of pictures and or videos with a thumbnail is three per post. there is no lower limit. you are right: if there is only one video per post then the maximum number is 20 per page. that will be quicker to load than 60.
