Thanks about the info on ringed bird. Yes, it is K013, I ringed it on 29.05.2012 in Kurzeme (W Latvia), this is the first resighting of this eagle.

It could be the sunlight reflected from small water pools. The purple effect is just lateral chromatic aberration. It occurs on the edges of the frames.
