Yes, it may be that it was a bait for other animals ... but it is bad for any animal. I like them all!
You're right, it happens here in my country too. I know it very well. Protected animals are especially liked to be killed here.

On Map flights bocianimy http://bocianimy.pl/?page_id=376 one of the black storks named Yellow is still sitting in Hungary over the irrigating channels, even though his "home boys" have been long in Afrika. It's second year bird coming from Nadleśnictwa Skierniewice with a leg transmitter. When the food is in abundance, the low temperatures, which in the last 3 weeks oscillate at night from 0 to 3 degrees Celsius worried him not. According to the acceleration date the bird is clearly less moving, searching not so much for food and more sitting in one place. Will this strategy prove effective and what will continue with yellow? We'll see...
