That blue stuff is a hay ball string used formerly for tie hay balls in farms. Currently this type is less used, but still some parts of that string are in the soil and on the ground in agricultural fields. Can be also in streams. Jan brought it as soily nest material, but rain washed out something else. It is found in nests of storks and birds of prey quite often. Once our adult Black Stork was stuck in such string in a stream and was released according transmitter data. So it is not very much dangerous, like left old fish nets, but still can harm storks and other birds occasionally.
It is not reasonable to go to disturb breeding and take that trash away. If it is still there, during ringing we can remove it. Or if real danger visible before.
