Hm, that picture looks a bit funny. Estonia and Latvia is using the colour rings from http://eagle72.se/en-start/, colour scheme: https://s-norell.se/k-orn/koder.htm (2022 red/green)
and it is not rectangulars, just silver over black 2015. Maybe from some other country/project or some funny picture effect? Mystery plotterns..
Last 10 years 134 of 165 fledged eaglets got these rings in Estonia (green right ring), in Latvia 38 of 49 ( yellow right ring) according to Eagle-72 year book.

I have a quite good experience in reading GE rings and in these case there's no funny picture effect. :)
I know quite well the Swedish system of color rings for golden eagles, which is also used in Estonia, Finland, Norway and Latvia.
In this case, the main problem is that there is no second (country) ring on the right leg (IMHO). I think this is a consequence of the human factor, perhaps the second ring was simply forgotten and in order to avoid creating stress for the chick there was no second attempt at ringing.

Yeah, and sometimes the rings got switched, could be rather stressful and risky climbing old trees.
I looked again at the pictures:
03-19 18:26:41
04-03 19:51:56
Liz-video 04-06 14:02:52
It looks like it is the joint of the ring that has twisted to the front and is sticking out and that the black things are 2 screws??
I think the ring is just silver and no black and comes from another country or project, don't know
10:15-10:38 a buzzard visits again

Thanks
Helju rings a little bit more visible today.
Left ring is blank over black:
=ring from Eagle-72 project 2015 when Estonia had 8 ringed, Latvia 3, Finland 103 (mostly northern), Sweden 99
There is a well hidden ring on the right leg too! and it surely looks black, take-off 13:24:
Black is northern Sweden! and 46 eaglets to choose from.
Video someone? silly me can't

Hi sigge,
There may be something there, but I think most of the black in that particular frame is Helju's hallux talon angling up as she lifts off:
