How deep down is the ground frozen?

In a snow-rich winter one does wonder about where all this snow will go; surely there will be a deluge of water from the melted snow. But here too there may be surprises: in the village of Mahtra in South Harjumaa (northern Estonia) for instance the soil isn’t frozen at all under the snow, and there should be space enough for the melt water to seep into. If the snow falls in thick layers before the ground has frozen, the snow blanket will act as a protective shield and keep the soil from freezing.

At the same time in Jõgevamaa (eastern Estonia) the ground was frozen down to a depth of 40 centimetres and even in North-Harjumaa the frost goes deep down. So it depends on the particular place and the water runoff possibilities if there will be a great waterflood as spring goes on, or not.
